El pasado 24 de marzo tuvo lugar en la ciudad de Guatemala la presentación del informe del Procurador de los Derechos Humanos de Guatemala "El derecho a Saber", sobre los datos proporcionados por el Archivo de la Policía Nacional en la lucha contra la impunidad de los crímenes y violaciones de los derechos humanos cometidos durante los años del denominado Conflicto Armado Interno.

La versión final del informe de Antonio González Quintana, titulado "Políticas archivísticas para la defensa de los Derechos humanos", es disponible en español. Este informe actualiza y amplía a otros tipos de documentos el estudio de la gestión de los archivos de los servicios de seguridad de los desaparecidos regímenes represivos, elaborado en 1995 por un grupo de expertos internacionales para UNESCO y Consejo Internacional de Archivos. El informe será traducido al francés y al inglés en las próximas semanas.

The final version of the report by Antonio Gonzalez Quintana entitled 'Archival Policies for the Defense of Human Rights' is available in Spanish. This report is an update and extension to other sorts of documents of the Study on the management of the archives of the security services of former repressive regimes which was made in 1995 for UNESCO and the International Council on Archives by a group of international experts. Ce rapport est une mise à jour et une extension à d’autres types de documents de l’étude sur la gestion des archives des services de sécurité des anciens régimes répressifs qui avait été réalisée en 1995 pour l’UNESCO et le Conseil international des archives par un groupe d’experts internationaux. La 61ème Conférence annuelle du Département d’information des Nations Unies et des ONG se tiendra cette année à Paris, à l’UNESCO, du 3 au 5 septembre sur le thème « Réaffirmer les droits de l’Homme pour tous : la Déclaration universelle a 60 ans ». 2000 représentants d’ONG issus de 90 pays y sont attendus.

The 61st Annual Conference of the United Nations Department of Information and NGOs will take place this year in Paris at UNESCO from the 3rd to the 5th September on the topic of ‘Reaffirming Human Rights for all: the Universal Declaration at 60 years’. 2,000 representatives of NGOs from 90 countries are expected. A workshop entitled The Right to Know and the Right to Truth: How archival documents can be used to combat impunity will be dedicated to the presentation of the new report by Antonio Gonzalez Quintana, Archival Policy for the Defense of Human Rights, and his recommendations.

The program BARM (= Bangladesh Archives & Records Management) is aiming at creating good conditions for development. The bottom line is: Archives and Records are tools for honest, effective
and democratic government and honest history writing, history teaching and journalism. In 1995 a cooperation between archivists and historians from Bangladesh and Netherlands, was initiated giving advise to the National Archives of Bangladesh (=NAB) on improvement of the Archives & Records Management.

I am very pleased to have just begun a position at the French National Archives, in the Ancien Régime section. While on leave from the French civil service over a number of years, I had university and research posts in Chile and the United States. Before my time in the academic world, I worked in French departmental archives, the Institut national de l'audiovisuel (film production archives of the French National TV) and at the Direction des Archives de France, in the division that sets archival policies and norms.
